1. The ECL (East Coast League), is an extensive league with many ways for general managers to excel.
2. You need to have an active e-mail account or AIM. AIM is preferable, as it is the easiest way to make trades and talk to other GMs, but also list an e-mail address even if you have AIM.
3. This league will be using OOTP 10 as its' simulator.
4. Sims will tenatively take place on Tuesdays and Thursdays at somewhere around 10 PM EST. However, this time may vary and I will be sure to keep you all notified. Potentially, pending activity within the league, I will add another sim on Sundays.
5. The league page will be updated immediately following a sim. Be patient with the simming, as it will get done, but sometimes will be slower than usual.
6. Before simulations, it will be expected that people post lineups and pitching rotations in your respective clubhouses. It is expected that people will be posting. If you miss 3 consecutive lineup postings without an excuse, you will removed from the league. If 5 are missed in 10 sims, you will be removed.
7. Instructions as to how to post your lineups is shown under the Lineups/Rotation section. An option is for the game to automatically create your lineups and rotation. It is expected that you post this by 8 PM on the days of sims.
8. Trades will go as follow: When two parties agree on a trade, one person will post the trade. The other GM will post in the same thread I agree or something of that nature. At this point, I will make a ruling on the trade. I will rule either APPROVED, COMMITTEE, or DECLINED.
9. If I approve or decline the trade, the trade can be challenged by either party in the trade, or an outsider who disagrees. It will be at this point where the trade will go to a committee.
10. If I rule committee on a trade, or the trade is challenged, a 5-member team will vote on the trade. Majority rules and that decision will be final. Once 3 votes go in either direction, that will determine the trade. There will also be a replacement member on the committee, who will fill-in to vote if a member is away or unexpectedly resigns and a new member is not therefore voted in. I will appoint the first five members, as I find them either knowledgeable or experienced OOTP members.
11. If I vote approved or declined, there will only be a 24-hour window for people to challenge it. If not the decision is made final.
12. If a trade goes to committee, it would be ideal for the committee to vote on the trade before the simulation. However, everyone has lives. So, if the trade has not been voted on before the simulation, the GMs can either post a lineup/rotation pre-trade and post-trade or simply put in one or the other.
13. The committee is expected to timely about their decisions as it does affect different teams and essientially the league as a whole.
14. There will be free agency, both in-season and off-season. Both will be run differently.
15. In-Season free agency is on a first come, first serve basis. If a team offers a contract, they have priority. However, players will reject these contracts, so if a player is offered a deal, it does not mean he will accept.
16. Out of season free agency is a much different process. Offers will be PM'ed to me. From their, it will be the highest bidder. I am open to suggestions on this, as it will not be a problem until the postseason of our first.
17. There will be a Waiver Wire.
18. Rule 5 Draft will be in place.
19. There will be an Amateur Draft every year. Ideally, the draft should be held live. A day will be selected and as many GMs that can show up would be great. However, we can easily do less than that with GMs not in attendance making a pre-draft list of players. If the GM does not attend or make a list, their pick will be the next best player in the draft. The first round will be live for sure and possibly the second if it is voted on.
20. League awards will be handed out. The game determines a lot of that; however, I will attempt to reverse that and make it possible to hand out the awards myself, based off of the league votes. If not, we will still vote. Each vote cast by a league manager will translate into points.
21. This is the most important part. The league is meant to be fun and also highly competitive. However, there are grounds for expulsion. People who bitch and moan constantly will not be tolerated. Do not get racial in any way or things like that. People make moves for whatever reason and that's their perogative. Stick to the rules listed above and you will be fine.
